ARTICLE I - COMMITTEES
SECTION 1. Standing Committees. The Standing Committees of the PASCEC with
voting privileges on the Board of Directors are: Children’s Action Network
(CAN), Convention Exhibit Liaison, Membership, Multicultural, and
Newsletter/Journal/Website. The following shall apply to members of all standing
committees:
A. The chairperson for each committee is elected during the PASCEC Annual
Membership Meeting at the PACEC Annual Convention.
B. The chairperson of each committee shall appoint the members of all
committees for one year except as otherwise provided in the PASCEC Constitution.
Committee members may be reappointed by each subsequent chairperson.
C. Any member of the PASCEC may be elected as chairperson of a standing
committee provided that he/she has been an active member in good standing of the
PASCEC.
SECTION 2. Voting Standing Committee Duties. The Chairpersons of the
following Standing Committees are voting members of the Board of directors.
Standing Committee duties include, but are not limited to, the following:
A. Children’s Action Network (CAN): The Children’s Action Network (CAN)
Committee shall keep PASCEC informed about standards, regulations, and
legislation that impact on children and youth with exceptionalities at state and
federal levels. The chairperson shall keep members informed through the PACEC
Newsletter/Journal/Website, and any other publications deemed necessary. The
chairperson shall relinquish all records to the successor in office by the end
of June after his/her term of office expires.
B. Convention Exhibit Liaison: The Convention Exhibit Liaison Committee will
communicate with affiliated student member groups regarding exhibits during the
annual convention. The chairperson will coordinate with the PACEC Exhibits
Chairperson to ensure needed exhibit space is allocated for student member
groups. The chairperson will oversee the set up and operation of exhibits during
convention. The chairperson will recruit volunteers to staff the PASCEC table
and fundraising activities. The chairperson shall relinquish all records to the
successor in office by the end of June after his/her term of office expires.
C. Membership: The Membership Committee shall be responsible for the
coordination and distribution of information, materials, and ideas for the
promotion of membership. The chairperson shall be responsible for furnishing
up-to-date membership lists to student member groups. The chairperson shall
assist the PACEC Membership Chair in locating members of prospective student
member groups. The committee shall alert the Board of Directors as to membership
irregularities. The chairperson shall relinquish all records to the successor in
office by the end of June after his/her term of office expires.
D. Multicultural: The Multicultural Committee shall endeavor to increase
participation by persons who are culturally and linguistically diverse in
PASCEC. They shall strive to see that the rights of persons who are culturally
and linguistically diverse are protected. The chairperson will coordinate
activities with the PACEC Multicultural Chair. The chairperson shall relinquish
all records to the successor in office by the end of June after his/her term of
office expires.
E. Newsletter/Journal/Website: The Chairperson of this committee shall
coordinate with the PACEC Newsletter Chair and Webmaster to disseminate
information regarding PASCEC activities and actions. The chairperson shall
relinquish all records to the successor in office by the end of June after
his/her term of office expires.
SECTION 3. Ad Hoc Committees. Ad Hoc Committees are organized to address
reoccurring or new needs of the PASCEC and may be formed by the PASCEC President
as needed.
A. The PASCEC President in conjunction with the PACEC Student Advisor shall
appoint the chairperson and members of all Ad Hoc committees for one year except
as otherwise provided in this Constitution. Chairpersons and members may be
reappointed by each subsequent President.
B. Any member of the PASCEC may be appointed as chairperson of an Ad Hoc
committee provided that he/she has been an active member in good standing of the
PASCEC.
ARTICLE II – ELECTIONS
SECTION 1. Nominations. Nomination of Officers and Committee Chairs for the
coming year shall open at the beginning of the PACEC Annual Convention and close
at the conclusion of the PASCEC Annual Membership Meeting held during
convention. Consent to serve shall be obtained from each member whose name is
submitted to the committee.
A. Nominations shall be taken from the floor at the Annual Membership
Meeting by the PASCEC President with concurrence of the PACEC Student Advisor.
B. All nominees must be a student for the full year in which they would hold
office.
C. All nominees must provide documentation of membership in CEC.
D. The PACEC Student Advisor will privately confirm eligibility during the
nomination process.
E. Nominees shall be present at the Annual Membership Meeting.
F. Nominees shall be provided an opportunity to address the membership
during the Annual Membership Meeting.
SECTION 2. Election Procedures. The PASCEC President shall execute the
following procedure for the Annual Elections.
A. Each educational institution location represented at the convention will
be allocated one vote for each position being elected. Members from the
institution will choose one representative to cast the votes for the group. The
chosen representative will be issued the voting ballots.
B. Nominees for each position are presented and voted upon before moving to
the nomination and election for the next position. Elections will be conducted
in the following order: President-Elect, Secretary/Treasurer, Representative,
Children’s Action Network Chair, Convention Exhibit Liaison Chair, Membership
Chair, Multicultural Chair, Newsletter/Journal/Website Chair.
C. The PASCEC President shall oversee the nominations, confirmation of
eligibility, introduction of nominees to the membership, and the casting of the
ballots during the Annual Membership Meeting.
D. In the case of a tie, the PASCEC President shall cast the deciding vote.
E. Announcement of successful candidates shall be made immediately after
each vote.
F. The Newsletter/Journal/Website Chair shall prepare a report of election
results for the PACEC Newsletter, Website, and Board of Directors.
G. The PASCEC President-Elect will prepare the list of newly elected
officers and disseminate to PASCEC and PACEC Board of Directors.
H. The newly elected President-Elect may attend the remainder of Board of
Director’s meetings in the current year. All other newly elected positions may
attend the June meeting of the Board of Director’s to assist in transitioning
positions. When the successful candidate is unable to attend, the Student
Advisor shall facilitate other arrangements to transition position
responsibilities.
I. Election results may be audited by the Student Advisor when deemed
appropriate.
ARTICLE III
– PASCEC ANNUAL MEMBERSHIP MEETING
SECTION 1. Functions. The Annual Meeting of the PASCEC Membership shall
include, but not be limited to, the following functions:
A. Forum to conduct the Annual Election.
B. Forum to provide information regarding student member groups, PASCEC
activities, PACEC and CEC activities, and student related convention activities.
C. Forum for open discussion on current issues.
ARTICLE IV - AMENDMENTS
SECTION 1. By-Laws may be amended by a simple majority vote of a quorum
present at a meeting of the Board of Directors.
SECTION 2. All provisions of previous motions of record, and rules and
regulations in conflict herewith, shall be released upon adoption of these
By-Laws provided, however, that all officers, directors, and committee members
now in office shall continue their incumbency until their successors are duly
elected or appointed as provided herein.
